Background
As a result of the focus groups, 26 performance objectives were established which form the basis for the Domestic Preparedness Training.  These objectives took into consideration existing guidelines governing emergency response, including regulations from the Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and the Joint Commission for Accreditation of Healthcare Organizations (JCAHO).
Also, during the focus groups, it was determined that emergency responders have limited time for training; therefore:
(1)  The training courses were developed using course lengths suggested by the focus groups.
(2)  A modular design was used for ease of tailoring to meet each city’s needs once their trainers have been trained.
(3)  A transportable format was used so that the courses could be taught within the cities and student trainers would not have to lose valuable time away from the job.
(4)  The training was developed focusing on the NBC delta, “the difference” between responding to a normal HAZMAT incident, and the unique actions to be considered when responding to NBC incidents.
(5)  As a result of another focus evaluation, it was determined that NBC expertise would be combined with Emergency Response expertise to form a team-teaching approach.
